MEETING MINUTES OF THE TOWN COUNCIL
TUESDAY, DECEMBER 11, 2001

Call to order in the Council Chambers at Cumberland Town Hall at 7:08 p.m.
Approval of Minutes
Councilor Bingham moved to adopt November 13, 2001 minutes as written.
Second by Councilor Kuntz

Councilor Kuntz moved to adopt November 26, 2001 minutes as written.

Legislation and Policy
01-104 To hold a Public Hearing to consider and act on application by Winn Road LLC d/b/a Route 9 Diner for a Liquor License and Victualer"s License.
Town Manager recommended tabling this item as the owner had issues to be resolved. Mr. Normandeau has been notified of the December 17th meeting.
Councilor Bingham moved to table this item until December 17th meeting.

01-105 To consider and act on agreement with Paul Belesca regarding location of septic system in municipal R.O.W. on Elizabeth Street (Chebeague Island)
This item was tabled from the September 13, 2001 meeting. Town Manager recommended approval of the easement (attached).
Councilor Porter moved to approve an easement from the Town of Cumberland to Paul and Jennifer Belesca (attached).

01-107 To hear report of Val Halla Board RE: Snowmobile regulation at Val Halla Golf & Recreation Center.
Bill Hansen, Chairman of the Val Halla Board of Directors presented a summary to the Council of this years activity. Eric Moynihan, General Manager of the Val Halla reported on the proposed snowmobile trail relocation at Val Halla. Proper posting, signage and public education of this change were discussed. The Town Council supported the decision of the Val Halla Board of Directors to relocate the marked trails and to limit snowmobile use to trails only.
Ron Copp, Vice President of the Sno Skimmers also spoke in support of the Val Halla proposal.
